Provincial Nominee Programs

​

Provincial nominee programs are an alternative to the federal immigration economic class.

​

This program allows provinces of Canada to choose, those who have high chances of establishment in the province based on the candidate’s benchmark data and needs of the province.

​

Most of the programs are based on the candidate’s ability to economically succeed in the province and therefore are based on the initial Job Offer, provided by a Canadian employer. It is extremely important to remember, that Canadian employer, wishing to hire a foreign national has to prove to the Employment of Canada, that he was looking a local (PR or Canadian Citizen) candidate and was not able to find one, therefore it is not really easy to secure the job offer and most of the times the employers do not wish with this complicated process.

There are some provinces, though, which allow immigration based on other factors, such as connection to the community and desired occupations.

​

Below is the list of the Provincial nominee programs, which allow immigration WITHOUT A JOB OFFER:

ONTARIO

​

The following programs are all based on the Express Entry Pool and allow successful candidates to apply for Permanent Residency. It is important to mention, that although the required scores are usually lower than those for the regular economic immigration( Express Entry), they are still very high.

All candidates must score at least 67 points and qualify for the Economic immigration based on Language ability ( CLB 7 at least); assessed education ( Bachelor at least); and at least 1 year of full-time experience within the past five years.

1. Human Capital- French Speaking (Express Entry)

​

Ontario is a bilingual province, meaning that there are two official languages: English and French. As most of the candidates nowadays arriving with English, the province is in constant need of French-speaking candidates.

This program is available for French-speaking candidates and is based on regular Express Entry requirements for Federal Skilled Workers, who wish to establish in Ontario.

2. Human Capital Priorities Stream (Express Entry)

​

This program allows the province to choose the highest-ranked candidates, based on the province’s needs at a particular moment with no requirement of the Job Offer.

For example, in February 2020 the government of Ontario decided to pick candidates with work experience in the following occupations:

• 0111   Financial managers

• 0114   Other administrative services managers

• 0124   Advertising, marketing, and public relations managers

• 0601   Corporate sales managers

• 0621   Retail and wholesale trade managers

• 0651   Managers in customer and personal services, n.e.c.

• 1111   Financial auditors and accountants

• 1114   Other financial officers

• 1122   Professional occupations in business management consulting

• 3012   Registered nurses and registered psychiatric nurses

3. Human Capital Tech Pilot

It is a very well-known fact, that Canada short in highly qualified tech professionals, as IT is one of the most fast-developing areas of Canadian employment and economy.

Ontario, being a center of tech development decided to create a special program, attracting highly-skilled professionals with experience in the following occupations:

• Software engineers and designers (NOC 2173)

• Computer programmers and interactive media developers (NOC 2174)

• Computer engineers (NOC 2147)

• Web designers and developers (NOC 2175)

• Database analysts and data administrators (NOC 2172)

• Computer and information systems managers (NOC 0213)

 

4. Express Entry Skilled Trades Stream

ALBERTA

​

This program was created in order to allow candidates who have demonstrated strong ties to Alberta and who can help support the province’s economic development to immigrate to the province of Alberta.

 

You may receive a Notification of Interest letter if you:

• Have an active Express Entry profile in the federal Express Entry pool

• Have stated an interest in immigrating permanently to Alberta

• Are working in an occupation that supports Alberta’s economic development and diversification, and

• Have a minimum Comprehensive Ranking System score of 300.

 

If you have one or more of the following adaptability factors, this may increase your likelihood of being nominated:

• Valid Alberta job offer and/or work experience

• A graduate of an Alberta post-secondary institution with a valid Alberta job offer, or

• Parent, child, brother and/or sister who is a permanent resident living in Alberta, or a Canadian citizen living in Alberta.

MANITOBA

​

The MPNP for Skilled Workers (Overseas) is locally driven and based on the needs of Manitoba employers. The province selects internationally trained and experienced workers who have the skills needed in the local labor market and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba.

​

The candidates must demonstrate an established connection to Manitoba through one of the following:

• the support of family members or friends.

• through previous education or work experience in the province; or

• through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

 

Once nominated, the candidates must apply for the program through Express Entry, meaning that they should have English -CLB 7, evaluated educational degree and necessary work experience.

NOVA SCOTIA

1. Nova Scotia Labour Market Priorities

 

The Labour Market Priorities stream is flexible to meet Nova Scotia’s complex labor market needs. Under this stream, the NSNP will issue letters of interest to candidates in the Express Entry system based on current priorities of the province.

Letters of Interest will only be offered to candidates:

• with a valid Express Entry profile,

• who meet a labor market priority identified by Nova Scotia, and

• who have indicated their interest in moving to Nova Scotia in Express Entry.

2. Nova Scotia Demand: Express Entry

 

Express Entry stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have a good chance of quickly finding a job in Nova Scotia’s labor market. There are two main streams under this program, and one of them allows immigration to the province without a job offer.

 

In addition to meeting the requirement of the Express Entry, the candidate must be in one of the target occupations as identified in the Nova Scotia demand. The list of professions is indicated in the application guide.

SASKATCHEWAN

 

Occupation in-demand stream

​

This stream was created to attract the candidates, who don't have a job offer in Saskatchewan but are highly skilled in an in-demand occupation. There is an internal system to calculate eligibility. You must score at least 60 points on the SINP point assessment grid.

​

Your occupation must NOT be part of the EXCLUDED occupations, posted on the province’s website. 

 

You are awarded points on the basis of five factors:

• Education and training

• Skilled work experience

• Language ability

• Age

• Connections to the Saskatchewan (job market and family)

NEW BRUNSWICK

​

Although all of the New Brunswick’s programs are based on a job offer, the province of New Brunswick offers national and international recruitment events. Those, who secure the job offer in one of those events, might be able to apply for the provincial nomination.
